The American Lutherans trace their roots back through the mid-17th century, when early Lutherans came to America from Europe, settling in the Virgin Islands and the area that is now known as New York. In 1742, Henry Melchior Muhlenberg (1711-1787) from Hanover in Germany arrived in the U.S. Serving congregations in the Philadelphia area, supplying in New York, and visiting in many settlements, also in the South, Muhlenberg by 1748 was able to organize the first permanent synod, later called the Ministerium of North America. By 1762, Muhlenberg and the elders had completed a congregational constitution. It soon became a model for congregations in many parts of the country. Its provisions included, among others, maintenance of a school.
